Understanding Corruption Propensity among Public Officials: Behavioral Analysis and Civic Education Interventions

ABSTRACT:- Public corruption remains one of the most persistent challenges confronting democratic governance in the Philippines. This study examines selected high-profile corruption cases involving prominent political figures and public officials using a doctrinal and socio-legal approach. The paper analyzes the legal controversies surrounding the misuse of public funds, procurement irregularities, and abuse of governmental authority.

Understanding this, readers will see that politicians’ decisions are based on the party’s will, not on the truth. Regardless of the consequences of the decisions, practicality to stay in power prevails over reality. This utilitarian mentality leads to bribery, which in turn breeds government distrust. The paper argues that despite constitutional and statutory safeguards, enforcement challenges, political influence, and prolonged judicial proceedings continue to weaken anti-corruption efforts. Nevertheless, several landmark prosecutions demonstrate the growing significance of judicial accountability and public demand for transparency. The study concludes that strengthening institutional independence, enhancing procurement transparency, improving whistleblower protections, and promoting civic participation are essential in combating corruption and restoring public confidence in governance.
